It seems like your launcher cache got corrupted.

However you do not have to worry, we run the DirectX install mostly as a precaution to make sure you definitely have the right version installed, EVE would fail to start without the correct version. CCP Sputnik | Software Engineer |

You can petition it and wait over a week for a reply, which will just be a copy paste of everything you've already tried from this forum.
Or you can wait until someone you really trust comes online, downloads and installs the patch, then exports it, uploads it somewhere and gives you the URL to it. Then you can manually download, import and install patch with no problems what so every. I'm having to do this option again and hope that a trusted corp mate helps me out - cause I'm not downloading just anyone's upload as it'll probably have a trojan in there.
Or re-download the full offline installer every patch day, because that NEVER gets old CCP, just give us an official patch file URL to manually download and import when the launcher WONT work.

Can you check if you in Windows Task Manager if there is an ExeFile.exe running on your machine? If you are using Windows Vista or 7 please try to run the repair tool as Administrator. CCP Sputnik | Software Engineer |

Do you have any chance to check your launcher.log for errors? (default location is: C:\Program Files (x86)\CCP\EVE\launcher\cache\launcher.log).

If you are experiencing Issues with the Launcher not starting up correctly you should first try the following workarounds (this is covering multiple issues start from the top down and only try the next workaround after you have tried to start the Launcher and Game):
- Close the Launcher if it is still running, delete the cache Directory under launcher inside your client install directory (default: C:\Program Files (x86)\CCP\EVE) and try starting the Launcher again
- Try running the Client Repair Tool.
- Check if an alternate way of patching works for you.

Process followed: 1. Rename common.ini to common_old.ini 2. Run launcher, launcher tries to run exefile --> exefile errs out because common.ini is missing, asks me to perform repair. 3. Ran repair, repair errs out, but still replaces common.ini (luckily) 4. Run launcher, launcher succesfully launches exefile.
